Legal Question in Family Law in Pennsylvania

I have sole legal and physical custody of two children not related to me whose mother is trying to get back in their lives. I am aware that she has an open case with CYS for two other children of hers. She is a 'recovering' drug addict and I want to get information from CYS about her current case. Because I have custody of her older 2 children, they are not involved in her current case, so CYS said due to privacy laws, they can not tell me anything about her case. My concern is that she wants to have them on overnights, but I want to know what is going on that CYS is concerned. A case worker comes to her house once a week. What can be done in PA so I can have access to those records, either through her permission or legally?

One of the people who can look at her case information is a Common Pleas judge. If yoiu file for custody or if she does she has to list whether or not she she has had ANY involvement with CYS. CYS is a big deal in custody.
