how do I go about terminating parental rights to my daughter's biological father if she's almost 3 and he's never met her and didn't want to be a parent, because my husband wants to adopt her.

Thew lawyer handling the proposed adoption will deal with the termination of the birth father's parental rights. It's part of what has to be done for the adoption to happen. The attorney will also get the paperwork started to get the child's birth certificate updated.
