Is a certified letter a contract?

I am suing an ex-girfriend for non-payment of various loans.

I sent a certified letter return receipt describing in detail the money I am demanding. I gave ten days notice and also asked her to contact me in writing to make payment arrangements. I stated the monthy payments I was willing to accept and I was willing to work out anything that was reasonable. She did not respond to the letter.

My question is can I assume that by her not responding that this letter can be used as a written contract?. I do not have any written argreements with her stating that the money was a loan and I am afraid she will try and say these were gifts. I did file a complaint and she has given notice to defend. Thanks for any input.

in order for a contract exist there must be an offer and an acceptance. Her non-answer is not acceptance is a rejection. Youe will have to sue her and prove what is owed.
