Legal Question in Civil Litigation in Pennsylvania

If a civil suit is in the court of common pleas in Philadelphia and is currently binding arbitration (as of 08/06/10) can any witnesses be added on the plaintiff's behalf.

Yes, just give the other side 10 days notice that you will bring witnesses. That's a matter of courtesy. If you plan to introduce written statements, then the law requires that you give the other side 10 days notice. Arbitration through the Court of Common Pleas, is not biding. Either party can appeal the arbitration panel's decision. The parties only have 30 days to appeal.
