Legal Question in Civil Litigation in Pennsylvania

I won a civil suit against a contractor that did work on my home. I did not have an attorney, I represented myself. His attorney contacted me and told me I have a choice how I get my money. 1. He can pay me upfront minus $400 of the judgement, or 2. can pay me over a 12 month period. I don't like either of these choices. Why do they get to decide how I get my money?

Why does he get $400 off for paying when he should or take 12 months to pay. The tip off here is if the other guy has an attorney you should get one too.
