Legal Question in Civil Litigation in Pennsylvania

I am trying to file an involuntary transfer of ownership by court order in Bucks County PA. Our Court Administrator says that PennDOT is wrong and there is no authority to do so. Anyone know what rule gives the court the authority to do this?

Under the legal theory of eminent domain, a state agency is permitted to take your land for public purposes, but you are entitled to be reasonably compensated for the land. The court Administrator is not your lawyer, so I would not rely on that decision. Either way, it will be necessary to hire a lawyer to fight the attempt to take ownership of your property by Penndot. It is not something I would try to do without a lawyer experienced in these matters.
