I need the form to petition the Court of Common Pleas to award ownership of an abandoned boat trailer on my property. I went to the court house and they told me I had to go to the law library or get an attorney to give them to me. Can't seem to figure out how or who to go to.

Check the DMV website. Boat trailers are considered vehicles. So they have a form for that though generally its used for cars.
