Legal Question in Civil Litigation in Pennsylvania

Neigbors Big Dog

My neighbor has a large German Shepard and an electronic system that has so far contained the dog. When I walk by the dog runs up to the end of the property line and growls and flips out and is quite scary. At times this dog's behavior has nearly caused my to run into traffic. I have no alternative than to walk past my neighbors on a daily basis. I know the dog has not left the property (yet) and there appears not to be a legal issue but I am still very scared of this dog. Is there anything I can do legally do to prevent tbhis kind of ''dog intimidation'' or potential dog attack?

Yes. Your neighbor doesn't have the right to terrorize you with a dog any more than with a firearm. If it were me I would complain to the local municipality.
