I sent a person a United States Postal money order for a car part in Penn.

He cashed it, but never sent parts, has been 4 weeks, have repeatedly emailed him,

what can I do to get money back or press charges, and what kind of charges

This would very likely not be a criminal but rather a civil matter, and, consequently, not one in which you could "press charges".

Your most realistic remedy would be to sue this person in a Pennsylvania small claims court if in fact he fails to deliver the part or to return the money which you paid for it.
