if i purchase a phone from a person in the philadelphia area and i need to take them to court do i have to file my claim in philadelphia or where i live in pittsburgh?

Based on what you said and guessing that the amount in question is less than $8000 then the Magistrate District Judge with personal jurisdiction over the seller is in Philadelphia.
