Legal Question in Immigration Law in Pennsylvania

I am a naturalized US citizen who would like to bring over a niece. Her father [ my brother] died about 4 years ago . She is only nine and she has no one to take care of her. I have been thinking about adopting her, but I don't know if this would work. Please help me find the fastest legal way to make this possible.

Unfortunately, you can't bring your nice for permanent residence to the USA.

If your brother were still alive, you could have petitioned for him (with a wait time of min 10+ years for most countries).

Under the federal immigration laws, an uncle can't pettion for a niece.

Adoption might be an option, yes.
