Legal Question in Immigration Law in Pennsylvania

If a person has been living in the United States for over ten years(14 to be exact) but their permanent resident alien card has expired since 1999 can that person apply for citizenship or have to re-start the process?

It seems that they will have to renew their expired permanent resident card first.
