car accident

i was involved in a accident and did not realize my insurance lapsed the accident was not my fault and i got spun around and hit head on by another car and they had no license can i do anything

I assume since the other driver had no license he/she had no ins either. It's very difficult & may be impossible to get any money from someone who has no ins & doesn't have much assets. You can file a law suit & get a judgment, but collecting money may be very hard. Since the law suit relates to an auto crash PennDot will refuse to renew the other driver's license, but many people just drive anyway. No lawyer will take the case on a % fee basis, so you'll have to pay a lawyer & take a chance. Or you can file a small claims law suit without a lawyer- I think the max award you can receive is either $8K or $10K. Make sure you reinstate your own auto ins & your policy has "full tort" and "uninsured motorist" coverages! Good luck!!
