Legal Question in Insurance Law in Pennsylvania

If a parent were to transport their child and their child's friend to a school sporting event and the child's friend would be injured in a car accident could the school or driver be held liable? Is there a liability waiver that could be signed to keep the school from being held liable?

The driver could be held liable if the driver was negligent. Under any circumstances, I see no way the school could be held liable because they never owned, possessed or controlled the vehicle. In order to have liability, you need to have negligence. What exactly did the school do wrong here?
