juvenile delinquents
can one parent have their child sent to a juvenile facility or do both parents need to agree.

neither parent has to agree. in delinquency matters, the issue is up to the judge to decide, the parents have almost no say in the matter. in dependency matters, there are issues about the parental agreement, but your question said this was delinquency.
