Hourly employee flex time

My hourly employee (35 hours per week) wants to work weeky flex hours-work 20 this week (get paid for 35 and work 50 next week and get paid for 35). Is this legal?

No. An Employer will be responsible for time-and-a-half for all hours worked over forty in any one given week; Different result for a salaried employee.
