Legal Question in Employment Law in Pennsylvania

In PA. If an at will exempt employee is offered and excepts a promotion and a particial relo out of state. The CEO required the employee to sign an HR department contract. Then no don't increase comes in your pay as contracted. Then your manager tells your the move out of state is on hold but the raise should be in your next pay check. Not raise ever comes even though the employee asks twice. The manager first claim he doesn't know what happen and then says hiring and promotion are frozen. Then a layoff.

Are back wages due to contract signing date?

If there is a contract that requires the employer to increase the pay you probably can recover damages. You should discuss with a lawyer.
