Legal Question in Employment Law in Pennsylvania

Posting this for my friend. He works at a Pizza shop and needs some help. He gets paid cash and has been not getting paid lately. He worked out a deal in verbal that the owner would pay him every 2 or 3 days and the owner would pay him 100$ that ended weeks ago and now the owner owes him close to 3,000. I told him to take the flat screen tv's in the place and not come back. I understand that is not a legal thing to do. What should my friend do? He can't leave because he can't find a job anywhere else. He is in a real bad position and he delivers pizza so he is just living off of the tips that he makes. Any advice would be appreciated.

He should immediately report the matter to the Department of Labor. I would not advise taking the TV; his freedom is probably worth more than $3000.
