Legal Question in Employment Law in Pennsylvania

In the state of Pa. can an employer cause ( I.E. force )the employee to use his or her monies for any/all travel and business exp. often exceeding 2/3 of weekly salary ? The employer maintains the right to reimburse the employee at their leisure often 2-3 weeks . This often causes the employee personal financial hardship . Can this be done ?
