Legal Question in Employment Law in Pennsylvania

Was wondering if P.A. has any law stating employer must evaluate employees and raise salary..If so how often Been working at same place for almost 2 years with no wage increase or even living cost increase and they keep giving the staff a run around some been there 3plus years and have not recieved any compensation.....Employee handbook does say evaluations and raises are offered?

No. If you are not a member of a collective bargaining unit, there is no requiremeent for reviews, raises, COLAs, or the like. In fact, your employer could unilaterally reduce your compensation if it chose to do so.
