Legal Question in Landlord & Tenant Law in Pennsylvania

Recently moved out of apartment. Landlord claims they had to replace ALL the carpet (not true) and are now charging us for it. We paid $800 total security deposit. They are keeping that and asking for almost $400 more to cover the replacement. We lived there for 3 1/2 years and maintained the place well. We do not feel that we should have to pay anything over the security deposit. Isn't that what the security deposit is for?

Did you do a move out inspection. If not then the landlord can pretty much claim anything.

Assuming the carpet was there for before you were the landlord should not be entitled to the full replacement cost of the carpet. Further I demand to see a receipt for the new carpet.
