Legal Question in Landlord & Tenant Law in Pennsylvania

section 8

I am on section 8 housing and they require a yearly inspection on the unit. This year, we had a double whammy because the inspectors supervisor came out after him. They brought up pre-existing conditions in the backyard. The yard has been in its condition when the owner bought the house and nothing was said at the initial inspection 3 years ago. Now, all of a sudden they bring it up and they are stating it is the tenants responsibility. I would like to know if there is anything I can do to fight this since it was here before I moved in and they did nothing about it for 3 years. Also, I feel the landlord would be responsible because she never had it fixed before we moved in. I would also like to know if they can make you get rid of your personal property? Are there any laws protecting the tenants under section 8?
