if I signed a 1 year lease with a roommate and I want to terminate the lease but she does not, am I responsible for the full termination fee or is it split?

A lease is a binding contract. So long as you are listed on the lease, you and your roommate are jointly responsible for the rent and/or termination fees under the lease. If you fail to pay the rent and/or termination fees, the landlord has the option to go after both (or either) you and your roommate for payment.
