Ethical Responsibility of Psychiatrist

Hello and thank you in advance for your consideration. I been in therapy for a few months now and am very interested in seeking a sexual relationship with the psychiatrist. I believe that he is interested in me also but I know that he is an ethically and morally responsible man. Is there any way that I can get him ''off the hook'' ethically, legally, professionally so that I may pursue a further relationship with him?

You left out an important piece of information: whether you and the therapist are married. So I'll assume the best, and that you are both free to pursue a relationship.

Even with that assumption, the answer to your question is NO. There is no way it is proper or ethical for a psychiatrist to engage in a romantic relationship with a patient.
