Legal Question in Mediation in Pennsylvania

A man and woman has a child, the child dies at age 14, the mother files a lawsuit but includes the father who has signed papers involving the suit. now, the settlement is handed down and the mother now doesn't want to give the father what he should get, in fact she tried to buy him off for $9,999 and was told not to tell anyone because it was illegal. Now she wants to file an abandonment charge against the father, what can he do?
