Legal Question in Personal Injury in Pennsylvania

School Playground injury

My 6 Y/O daughter fell in between her legs and hit her vagina on bars at recess. She was sent to the nurse and all she was given was an ice pack. She was sent back to class and home on the bus. When she got home She told me she fell and I said ok let me look at your belly. I unbuttoned her jeans and i seen blood all over her underwear. I took her right to the ER where I was told she had 2 Lacerations to her vagina area. Can the school be sued for neglect?
