Legal Question in Personal Injury in Pennsylvania

My vehicle was parkedinfront of my house while I was sleeping and it was totalled by a car being chased by police. The amount they are giving me is fair market for the car bu it doesn't give me enough to replace it with a similar vehicle without me spendng more of my own money. Do I have any legal options versus the offenders insurance company or the city/police?

Not really. The value of a claim for vehicle damage is based on the blue book/ndaa value of the vehicle. You might try to sue the criminal/ through his insurance company, but they will not pay because he was involved in criminal activity in running from the police. The police are immune from such suits under PA law, Sorry.
