Legal Question in Real Estate Law in Pennsylvania

I own a 22 acre plot in Washington County, PA. The owner of the adjacent 150 acre plot would like to sell his property but it is landlocked. There was access to his property by a township road but it was abandoned or closed by the township 7 tears ago. The attourney for the buyer has informed me that the will get the right of way reopened "one way or another". Can landlocked property be sold in PA and can the buyer force me to give him a ight of way.
