Legal Question in Real Estate Law in Pennsylvania

I have a bowling alley with a sign along a highway that was built in 1962. The sign is concreted in the ground. Penndot is now telling me that I have to remove the sign. Is the sign grandfathered in after this many years.

I will assume that it's in PennDOT's right of way. If it is it goes. There is no grandfathering.
