Legal Question in Real Estate Law in Pennsylvania

My grandfather owns property with right of way going through his lots, this right of way has not been used as a right of way for many, many years now (alternate access to other lots). My grandfather has maintained it as his driveway for several years now. Can someone reopen this right of way and begin using it? Is there "grandfather "laws -no pun intended, to restrict vehicles from traveling through his lots?

If the easement is recorder then he will have to file suit to have the easement removed for lack of use.
