Legal Question in Real Estate Law in Pennsylvania

A landowner in Salem township wants the timber on his 38 acre property clear cut, and has contracted me to cut it. The permit for timber harvesting in Salem says that Clear cutting shall be prohibited, except on lots less than two acres. Can a township or municipality legally prevent a landowner from clear cutting his/her timber? What if he wanted to turn it all into farmland as it originally was before said landowner was born? Does the landowner have control of his own property?

No. The government has a right to regulate activities. Especially when it comes to matters that effect the environment. See Section 27 of Article I of the Pennsylvania Constitution.
