Legal Question in Real Estate Law in Pennsylvania

My neighbor installed a sewer line under my property without my permission and connected it to a municipal sewer service. For over a year, the neighbor has refused to move it. I intend to dig it up and plug it but the municipal service claims they will have me arrested for disorderly conduct for intentionally damaging the sewer system. I want to dig on my own property, outside the sewer right-of-way. Am I within my rights, or is this a criminal act?

It's not criminal it's civil. You can sue the neighbor for trespass.
