if a neighbors trees are growing over my property line,may i trim them back to the property line?

Under PA law, you may cut back that portion of the tree that is encroaching onto your property. You would have to get permission to enter the neighbors property if you need access to their property to do the trimming. If not, you can go ahead and trim the tree from your property.
