As a nri can i give poa to my brother to sell my parents proprty in gujarat,india?

I don't know what an "nri" is, but you would have to check the law of Gujarat, India. Pennsylvania law does not control what happens outside of the Commonwealth.

I do understand you mean non resident immigrant, but as my colleague mentioned, your US legal documents have nothing to do with overseas law. You would need to get an Indian POA.
