Legal Question in Real Estate Law in Pennsylvania

I have a permanent sign along a highway that Penndot said met the setback requirements in 1963. Now the tell me after 55 years that it doesn't meet the requirements. Can this happen after this many years.

As you have found out they can change the setback requirements. Because that is what they did. Highway safety requirements change. Highways change. Think how much cars have changed and .highways in 55 years. You have to remove it. Perhaps you can put a new one off the right of way..
