property value damage

My neighbors have made a hideous renovation to their backyard that I believe will have a negative impact on my home's property value. Can I sue them?

Sure. Anyone can sue anyone for any reason. The question you mean to ask is if I sue will I win? In that case the answer will probably be no.

As long as the "improvement" is within the bounds of zoning law and any applicable covenants then a neighbor can get away with pretty much anything.

If you are intent on attacking this you should have started much earlier in their building and approval process. Look for zoning violations. Look especially for any violations that would violate restrictive covenants such as historic district or Homeowners Association.

Or, you could learn to accept it as what one person's reasonable use of their property. As the say, good fences make good neighbors. Here, a taller fence may help.
