rights to the driveway between two houses with a common wall. does the person that owns the driveway have the right to prohibit the person with the common wall from reparing their property when needed.

Your question is a little hard to understand. How can two properties share a driveway and a common wall, unless the driveway is in the front where the two properties join. Anyway, your rights depend on who actually owns what. For example, do you have an easement or do you jointly share the driveway. You should take your deed to a lawyer. If you are in Philadelphia, you can view and print your deed online for a $15 fee at phila.gov
