Legal Question in Real Estate Law in Pennsylvania

My water heater burst earlier this year and the condo below me sustained damage as a result of the leak. The owner below filed a claim through my insurance company which was ultimately denied. This past month I received a bill from my condo association in the amount of $4,770.00 for repair work that was done to restore condo below. The unit owner decided not to use his insurance and went to the association for payment. I was never contacted by the association indicating they were involved with this matter (they claim I was to have received a letter, but I did not).

Since the charges are now in the condo association's hand, it appears my insurance company no longer has jurisdiction to be involved in the case?

Why don't they under the liability section of your homeowners insurance?
