Legal Question in Real Estate Law in Pennsylvania

I have a yearly lease on a condo that I moved into 10 years ago and it is now month-to-month. My landlord has raised the rent 3 or 4 times and additionally added on payment of the water and sewer bill over a year ago. My question is "is it legal for him to add additional charges to the rent without modifications to the lease?

Modifications may be made when notice is given about a renewal. That's probably how the rent was increased. There should have also been notice of additional charges such as water and sewer, if those were not originally part of the lease.
