Legal Question in Tax Law in Pennsylvania

My husband cosigned for an auto loan for our daughter during her divorce. The interest rate was high and we decided to try to refinance and get a lower interest rate. We accomplished that and paid off original loan and now need to change lienholder on the title. We live in Pennsylvania and our question is do we need to pay sales tax again.

If you are not changing the ownership of the car, its not a sale and you should not have to pay sales tax.

Are you doing more than changing just the lienholder and actually transferring the car from your daughter's name to your husband's name?
