Legal Question in Traffic Law in Pennsylvania

I got 2 citations one for careless driving the other for duties at stop sign the officer mailed them he did not see anything he said someone called in and complained saying I did not stop at the stop sign which is untrue how is it he gave me 2 citations based off of heresay?

He is allowed to that if someone complained. You should plead not guilty to the tickets. It is questionable if the so called witness will actually come to court to testify and take time off from work. If the actual witness does not appear, you win.
