can a pennsylvania cop issue a ticket to a new jersey resident for no inspection?

You asked if a police officer can issue a ticket for an overdue vehicle inspection for another state.

This is a point of contention. Actually, there is no question that a police officer can issue a ticket for most any reason. The real question is is that ticket enforceable. There's a long legal analysis on both sides dealing with constitutional freedom to travel and full faith and credit. There are also arguments involving interstate compacts and enforceability of laws. But generally, an attorney would be able to argue that ticket away rather easily.

Here's the real problem. This ticket is such a non issue, I doubt it will be worth your time to even show up to court. It's a $100 fine. You could probably just pay it by mailing in a check. If you have your car inspected in PA, you can't get a ticket for that in NJ, otherwise no one would drive out of their own state. But again, is it even worth fighting for you?
