insurance declined coverage

I was involved in an accident. The car in front of me slammed on the brakes, then I did to. The car behind me hit me. His insurance will not take responsibility. Is that legal. I was the one who was rear ended.

Generally what happens in such cases with respect to property damage is that your own collision carrier pays and you pay your deductible and then the matter is resolved in arbitration between the other driver's insurance company and your own. If the other insurance company is responsible then you get your deductible back.

In recent years rear-end collision recoveries haven't been automatic despite Pennsylvania's "Assured Clear Distance" law.

Without seeing a police report or knowing more, it seems that the car behind you is liable. However, I have not reviewed your insurance policy or the policy of the other car.
