Legal Question in Traffic Law in Pennsylvania

what is a legal uturn

if im travelin N. bound with no traffic S. bound and the nearest turning intersection is 1/4 mile down the road. i make a U-Turn and someone comes down the center turn lane and hits me. there is no signs that say no U-turn and the person said that he was going to turn in a 1/4 mile who is at fault since he was driving down the center lane and there no hindering of traffic?

Chances are a jury would find both parties equally at fault as both drivers violated the assured clear distance rule.
