Legal Question in Traffic Law in Pennsylvania

I received a citation in Erie pa for careless driving on Private property from twnsp police. Is that legal? the police weren't even summoned other person called after he got home,officer came to my house told him my side, showed damage(scuff on tailight) summons was filed three days later,

You might have a good case on the careless driving. The officer really did not see you, and its your word against the witness. Plus the witness has to come to court and testify. As for the taillight, that might be harder to win, because it is a broken taillight that the officer can see.
