Legal Question in Workers Comp in Pennsylvania

Without getting into major detail, I was injured at work two years ago and been receiving WC. I recently had my final hearing concerning Modification of benefits three months ago.The judge recently notified both counsels and asked if we could settle this case without handing down his decision. Question: Is this a positive or negative outcome I am looking at since the judge is asking for a settlement agreement before his decision?

It's either a sign that the Judge is lazy and doesn't want to make a decision or that he thinks it's a marginal case that could go either way and a settlement will result in neither side being too disappointed. Ask your lawyer for his/her "spin".
