Legal Question in Civil Rights Law in Philippines

Good day sir/madam, I am asking several times in this site for the same scenario and once again i am here to ask your very possible thing to do. My father has 2 sister. they have their own shares from our grand parents and our grand parents still have some land for them. according to our investigation that was proven the other sister of my father has a deed of sale between our grand father and her stating that she bought the 3.289 Hec. land of 10 thousand peso only since 1979. from that day they are the one cultivating that rice land along the national high way.my brother took our grand parent to Ilagan because he is complaining why that was happen. But that time both our grand parents living with them.so as a result it was then went to court the original title( w/c was name of our grand father) has a redmark. at first hearing in the court our grand father did not appear...(because he live with our auntie that time ) the husband and our auntie only appear and my brother so as result the case was dismiss @ santiago city isabela philippines. then my father pass away...then our grand parents..then last year my other auntie. Just this yr weve known that the said rice land was in the name of the only alive auntie we verified in ilagan if they have a copy of the title named by her and they said none so they give us a certification as a proof that they dont have copy. we verified @ Santiago city a copy of deed of sale the same they dont have copy...we waited for 3 working days because they need to be sure...untill none. so they give us certification as a proof but they do have a copy of the title named by our auntie. so we siblings of my late father and late other auntie agreed to file an Adverse Claim so we deed. then we invited at first our alive auntie in the barangay we want to know how come that it was in her name that remaining riceland and she answered she bought it. she showed the deed of sale, we ask her for us to have a copy too but she and her husband disagree. hearing for the second time we ask her if she will give us a share her husband is the one answering with a loud voice " yes you have but if you could see a buyer we will give the buyer a 5%. then we ask again how much you will give to us as our share, they arrogantly answered, "why your asking your share we still got no buyer" then third hearing we are asking for equal share then the same they are mad and no settlement. Now we have a good man helping as our spokesman. we did not file a case because we scared that it will just dismiss again because maybe they have money and some connections like what they deed to other people to get their land in their tenants. we gave a letter to mayors office, vice mayor, the main office of camella homes and DAR attached some proofs that we believe we have a share in that land as siblings.Onother thing that weve known is that May 28 2012 we filled an Adverse Claim, they have partial payment of 8M from camella homes base santiago june 12 2012. and weve known from city councilor incharge to a civil case that they made an agreement to be given this Sept 2012 the full payment ( worth 32M all together but the 8M is for the broker and the manger of camella homes santiago and 16M to be given to our auntie still.)The only action of the city is to delay the development on the said rice land because they found out that we filled an adverse claim all of us siblings that was appear on the title of alive auntie. and they set 3 hearings and they just want to give us each - 100k peso only. We are expecting more than that if they cant give equal share for our late parents but it finish with no settlement. and the city hall said they have to allow to continue the pending development and we answered it is up to you in fact we let the DAR know about this and we still have the ombudsman to decide.

And now we are expecting again a hearing set by from DAR.
