Legal Question in Credit and Debt Law in Philippines

ASk ko lang po kung legal na singilin ako ng lending ageny ng 17,000 when in fact 3,000 lang po balance ko. I lost my phone initially and was unable to receive their calls/messages regarding monthly payments. They did not contact me for over 2 years. But I was at the same company, same address - no word po from them. Last year they contacted me (they claimed they called my office and got my new number). Then now they are threatening to file a civil action unless I pay 17,000 inclusive of interest fees. I already paid po over 3,000 since they last contacted me. At the moment I am bankrupt as I have been out of a job since Oct of last year due to a life threatening medical condition (I have all the medical certificates to back me up).They keep calling and texting claiming that they are getting ready to file a suit and that they are in my barangay area already. Isn't this harassment already?

File a criminal case against this person harassing you. But refer the matter first to the barangay.
