Legal Question in Employment Law in Philippines

Can an employer deduct an hour's worth of your salary even if you are only 16 minutes late (this sixteen minutes also covers a 15-minute grace period set by the company)? Shouldn't the deduction be equal only to the amount of time one is tardy?
