Legal Question in Real Estate Law in Philippines

my father inherited agricultural land from my grandfather and my father in turn deciding to give the property in my position. how can we transfer the title in my name since my grandfather is already dead and the brothers and sister of my father might not cooperate?

You might have a problem on this. Your father's brothers and sisters have a right over the said property inherited from your grandfather. They are also co-heirs with your father. Thus, unless they willingly renounce their respective rights over the subject property there is no way that your father can transfer this property to your name.
